Since I have moved here to the area never seen any street sweep cleaning or city/county crews picking up the trash off to the side of major roads or highways

The issue you reported has been resolved by the Pinellas County Public Works Department “Doing Things for YOU!” Crews picked up a TV on roadway. Future issues at this location and along US HWY 19 should be addressed to FDOT as it is a State Road and Pinellas County Public Works does not have maintenance jurisdiction.
